That usually means that you have not compiled the target code in ICD mode.
Enable ICD mode in Flowcode, then tick the "Enable Icon Step Through" on the Debugger dialog.
Then Compile to Chip.

I completely agree with Leigh on this one.

I would also like to add that if the first and second sets are random hex numbers instead of ff & 00
Then there could be a timing issue probably due to using internal oscillator instead of external.

And describe what hardware you have connected to your EB006.
