When compiling the program appears compile error associated with the use of the internal EEPROM in a PIC16F648A. This error occurs only for that uP, if you change it to PIC16F628A does not cause the appearance of this error.
Can it go.

Podczas kompilacji programu pojawia sie bład kompilacji związany z uzyciem wewnętrznej pamięci EEprom w układzie PIC16F648A. Bład ten pojawia się tylko dla tego uP, jeśli go zmienię na PIC16F628A nie powoduje pojawiania się tego błedu.
Czy można to jakoś przejść.

For an unofficial fix:
Can you Replace 16F648A.fcd in C:\Program Files (x86)\Flowcode\v5\FCD (64 bit windows)
Or
C:\Program Files\Flowcode\v5\FCD\ (64 bit windows)
With the attached file.
