	Decode
Sent when a block of the stream is to be decoded into packets
- HANDLE	StreamH
The stream handle
- LONG	TimeOffset
The -ve offset from now of the earliest time to be decoded
- ULONG	Duration
The maximum number of ticks to decode into packets packet from the TimeOffset
- ULONG	Return
Non-zero if the data could be decoded
