ReadRegistryInt
Reads an integer value from the registry 
- STRING Section
The location in the registry to read the value (blank = project/component guid) 
- STRING Name
The name of the registry entry 
- ULONG Default
The default value returned if the entry does not exist 
- ULONG Return
