SetColors
Sets the foreground and background colours for the label 
- HANDLE TextLabel
The handle to the label to alter 
- ULONG ForeRGB
The red, green, blue foreground colour, -1 for transparent 
- ULONG BackRGB
he red, green, blue background colour, -1 for transparent
