State Diagram mode

My "state diagram" is greyed out. Does that mean I don't have it or does that mean I am not using it correctly?

The "State Diagram" button on the toolbar allows you to access state diagrams that have already been created. To create a new state diagram, select "New Macro" from the User Macro menu and select the appropriate type of macro:

Thanks. I did read the WIKI but failed to get where I was going.
