PWM and MOSFET
When I limit begin of PWM duty cycle it also works and give unstable Volts on the pin output. Is it wrong working and how it correct?

I think you need to provide a bit more information.
Your title is PWM and MOSFET suggesting the Pin connects to the gate of your transistor, but you haven't said how you know the voltage isn't stable. You would need a scope or logical analyser to see what is happening at the pin. Simulating, your chart does as expected.
What is it you are intending to drive? There will be a minimum duty cycle that things can work down to. An LED will have a lower duty cycle than say a motor.
